Can't see other pc on Network when connecting through Ethernet Cable.

So I followed this guide on how to transfer files from pc to pc via Ethernet cable, I did EXACTLY as guide stated, but I can't see my desktop pc on my laptop from where I need the files transferred.
I tried turning off firewalll on both computers, but still didn't fix it.
And yes, network discovery settings are turned on on both computers.

EDIT -
Added some info:
Both systems run updated Windows 10 x64, all drivers are up to date on both devices, network sharing options are also enabled, and both are in same workgroup name.
 
Look at the tiny LEDs by the RJ45, they should tell you whether you have a hardware connection. Consult the manual(s) to find out what those LEDs signify, they are non-standard am afraid.

If the LEDs look good, then open a DOS prompt and PING DESTINATION-IP and tell us what it says.

Cable is not the problem, I can transfer files from my laptop to pc, but not the other way around. It's like the laptop doesn't recognize my pc on network.
