Acer RS780HVF motherboard won't output any image over HDMI or VGA

Hi there, I've recently acquired an Acer Aspire M7200 desktop PC, with just the original HDD missing.

I'm trying to set up the PC with a new SSD (no OS currently installed) and I can't get any picture to display on my monitor, not even a Bios screen, despite the PC appearing to be on.

Originally, it came with a 450w PSU, though pressing the power button on the front didn't turn the PC on, neither did shorting the motherboard pins. Eventually this testing led us to have a power cut so I'm convinced the PSU was at fault there. I swapped to a 250w PSU and the fans on the CPU and in the case came on immediately when I pressed the power button, so I'm assuming the PC is 'on' and working.

However, when hooked up via HDMI or VGA, my monitor just displays it's standard no signal screen. No Bios, no nothing.

The PC also came with a Radeon 4850 GPU, but I've taken that out for now because I don't think the 250w PSU I've put in there could power both the motherboard and the separate GPU.

Anyone have any idea what could be at fault here? The PC is an Acer Aspire M7200, and it's hard to find information for it online. I think the motherboard is an Acer "RS780HVF", it doesn't actually say on it, I found the model number whilst searching.
