AMD PC is in a bootloop. I cannot access Bios .

I recently built a new computer a few weeks ago.
Gigabyte GAF88XM-D3H mobo
AMD a8-7600 APU
2x hyper x fury 4gb clocked at 1866- overclocked to 2133.
Sandisk 240gb SSD
LG optical drive
EVGA 500W rated at 80.
Windows 10

Pretty basic build that I plan to add on to later.
Anyway, I was messing around in Windows and deleted the "Windows Old" folder because I thought it was of no use (what the system told me) Turns out it was indeed of use to the system so then my computer started acting all wonky. So I said "okay no big deal I'll just reinstall Windows." And so I went to the boot menu after restarting and hit "USB" because my Windows install was saved on a USB. It took me to the menu where I selected what I wanted to do between installing Windows and repairing. I hit repair just to see what my options were, but I decided that I just wanted to get a fresh start. There was no back button so I just hit "turn off computer" I restarted to expecting to go to the boot menu and get back on track, but my PC began a reset loop. The bios wouldn't even load. The PC powers on, goes to a blank screen that says "UEFI DUAL BIOS" at the top, and then restarts. I have no clue what to do. Any help would be appreciated.

It seems your Windows installation is corrupted. Clear the CMOS and you should be able to get in the BIOS. I would then do a new install of Windows. You can start by deleting the old partitions when you boot up the Windows installation disk.

Thanks for your reply, man. I've already reinstalled windows; However, the problem still persists. I have to reset my bios every time I wish to turn on my PC. There are other small partitions on my drive as well such as MSR (16mb) and Recovery (450mb) and another one that I can't think of off the top of my head. Anyway, should I format these partitions as well? I only formatted the large chunk of my SSD for the fresh windows install.

Hey i have basicly same problem pc turns on for 1 sec then turns off for 10 all in a loop history of undervolting oc but i cleared CMOS after oc and i think i FIXED that then chances settings to restore defaults, and turned of turbo Boost. Rebooted my pc a. Couple times everything worked fine, but then i tried to reboot my pc didnt turn on and then came the loop. Any solutions? SPECS: gtx 970 MSI 970 gaming mobo, 8gb crucial ballistix ram, 1tb hdd, bitfenix nova case, fx 8350 cpu cx 600w psu wireless internet and hyper 212 evo.
