Trouble changing Ram Speed

Alright i have a serious problem or maybe im just confusing myself. Ive been looking up different solved problems but each thing i try seems to come back a fail. So I need to change my ram speed or see if it is possible to change in the first place. It is at 1333 but the ram i have in my motherboard are at 1600 and 2400. Not sure if those two can be mixed but from what i remember it just uses the lower speed of the two.

Ive tried going into BIOS and changing the speed and voltage but it always comes back as a "boot fail because...". I have not tried to change the speed with only one group of ram (Corsair Vengeance 16gb 2400mhz PC3 19200, Cosair Memory 8 Dual Channel 1600 PC3 12800 in the motherboard (gigabyte 990fx-UD3 F9).

When i do try to change things though sometimes i dont get a full boot and i have to reset the CMOS. I tried turning off some of the power save utilities also and it resulted in me resetting the CMOS. My timings are untouched because they are at 9-9-9-24.

Im a bit frustrated because i know im doing something wrong and I cant see it.

RAM is
2x8 2400 of the Corsair Vengeance CMY16GX3M2A2400C11R
2X4 1600 of Corsair Dual Channel Kit CMX8GX3M2A1600C9

Ive never changed the CPU PLL VOLTAGE or the NB VOLTAGE...but should it be in the "flashing red" danger area when changin that voltage? Seems like a huge flag
