Need help for first PC build for Skyrim budget of $600-800

Hi, I'd like to know if playing Skyrim with Ultra settings and 1920x1080p resolution at and average of 45-50fps (35fps is fine) is possible with a budget of $800, but preferably $600. I do not have a PC to get parts from, because I currently have a laptop. I am starting from nothing, and I would like to know if this build is possible with that on mind, and that this would include g-502 mouse, light-up keyboard, and a not-too-shabby headset. So pretty much, zero starting materials, minor knowledge, $800 pc build with peripherals to specifically play Skyrim at 1920x1080 res. and at least 35fps without mods.

I'd prefer Windows 8 due to it having more compatibility with Morrowind, but I can easily research it myself. Thank you, but what kind of fans/other cooling systems would be good for this build?

That's fair enough, and they are the same price as well, so the change of OS isn't a problem. I would suggest perhaps putting one additional case fan in and that is all, as you don't need anything else as it is all there already
