NEED HELP PLEASE GPU Usage never goes over 20

Yesterday I was playing Tera and H1Z1 on very high settings getting 60+ fps consistently. Today I woke up and turned up my pc first thing I noticed was it took a bit longer than usual. I opened up h1z1 and it took really long to boot up and once I was inside the game I got a mere 7fps. Tried Tera and it had the same effect with 10fps. I looked at my GPU Usage, CPU, and Memory usage during gameplay of h1z1. My Gpu usage never seems to go above 20 and on average stays around 4%. My cpu usage is always low on that game so having 13% or 20% seemed normal. Memory seemed fine taking around 40%. Is there a way to determine what's causing me to have 7 fps all of a sudden at any setting of any game.

Specs are:
980ti
i7 4790k
msi gaming 7

I tried a Benchmark from steam 3D Mark Demo and the gpu worked perfectly fine it rose up to 90% and had great fps during the demo everything seemed normal.

I think its hardware acceleration..
Control Panel>Appearance and Personalization>Display>Change Screen Resolution> Advanced> Troubleshoot>Change Settings> Slide the Slider all the way to the right.

It is either what Johnabcs1 is suggesting or I had a similar thing happen to me once. I try scanning for some malware I had the exact same thing happen to me and it turned out that it was a silent miner.

I've tried AVG scan and Malwarebytes scan and nothing seemed to pop up! I just want to enjoy gaming again lol. I'm crying.

I can get to that setting. My monitor is pretty old maybe that's why I can't get to hardware acceleration. My resolution 1680x 1050 don't have a 1080p yet. :( In progress though.

If I right click on my desktop it shows display settings which just leads me to the same place as before. Or to click on nvidia control panel so I wasn't able to select any mode or any 3D option. Unless you mean the 3D settings within Nvidia control panel.

I highly doubt that been playing fine for 5 months straight. :( I recently made another post before this one explaining another error that happened to me. My motherboard has been acting up idk if maybe that's a problem.. Is there anyway to reset my gpu or something?

Tomorrow I'll clean it out and reinstall the graphics card see if that works. I'll notify you then thanks for trying today. I have to go study.

I did every single thing I even reinserted the GPU and the problem still consists....
