The most probable reason for this to happens is that the drive is not initialized. I'd recommend that you check if the HDD is recognized in Disk Management. If it is recognized, check if it has a red arrow and if it says "not initialized". If this is the case, go ahead and initialize the drive, after that you should partition and format it as you see fit. Here's how to do that:

If that doesn't prove to be the case, would you please post a screenshot of what you see in Disk Management about the drive. I'd also suggest that you try the drive with a different SATA port and cables, or even better - a different computer.
