Upgrade recommendations for build

Hi guys! I'm writing to ask about an upgrade on my system, realised recently that after upgrading from my 760 to my 980, I've seen absolutely no change in my system speeds, I assume this is down to bottlenecking, other system specs follow:

AMD FX6350, not overclocked
Amd 990FAX-GD65
16GB of ram, 2x Corsair Vengeance, 2x some other ram sticks, I forgot the name however.
Zalman z11
Coolermaster 600 watt psu, can't remember rating.

I am wondering if the main issue here is my CPU, I notice my boots are slow and such, but I'm only on a 500gb HDD as of the moment as I really don't have the effort to transfer much or do a fresh install as lost my windows disk.
I am considering an upgrade to an I7 skylake, new motherboard and new case, but would want to spend at max 400 on this, will I notice a large difference when I get this skylake?
Running two monitors also if that changes a lot.

If your looking for a new computer all together then someone else will be able to make you a nice build on parts picker I would but some reason I can't use the site, anyways if you have slow boot times maybe it's time to jump your os to a ssd, boot times will improve, and it's makes windows a lot more snappy.

I've got no problem with building it myself or finding parts to be honest, my GPU is perfectly up to scratch, it's just the Mobo, case and CPU that I'd like input in really. Debating an SSD, but as said, would likely have to buy a new windows copy and that in itself is quite expensive aha.

i'm not sure how I did it, but I was able to use a usb drive with my current version of winows and do it again without paying "put windows on a usb drive and used the key I had", so there's that option but if you go for a new computer what's your budget, A solid computer build for gaming at 60fp would be an i5 4690k 8gb of ram, and a new 600watt+ psu, then a new HDD WD black or blue would work just fine.

I don't believe you understand what I'm asking lol, I already have:
Zalman z11 case
16GB of ram
Palit Trio 980
MSI 990FXA GR-65 mobo
AMD 6350
WD Blue HDD
Coolermaster 600 watt psu

What I'm asking is:
What CPU, Mobo and case is a good upgrade, and is a Skylake I7 6700 worth upgrading to?
