Very Slow System during installing games

hello guys,
I just want to ask if this is normal. When installing games my system runs very slow. When I open minesweeper as for the meantime while waiting for it but it takes 10-15secs to be seen in my screen. Even opening tabs in chrome, it takes 5-8secs. Here's the numbers you might look for.
(latest number when Im installing Dirt Rally)
Processes = 57
CPU usage =30%
RAM usage =41%

Specs:
Win7
G3258 (stock)
RAM 8gb
HDD 1tb and i used up 30% of it.
Note: my system is 4mos old.

Hard drive becomes very slow when you attempt to do multiple things on it at once (like installing a game at one position of the drive and reading the Minesweeper executable from another position).

Easiest way to tell this is happening is you hear a ticking sound from the drive. This means the drive is constantly switching between multiple positions in different areas of the drive, as it switches between doing different tasks.
