First computer build, possible power supply Dead on Arrival? help

I just finished a computer build, but the power supply seems to have been dead on arrival, but I am not positive.
It has double the wattage needed for the build (Corsair CX430), and all the wiring has been double checked by myself and 2 others. Attempting to turn it on, the power supply fan pulses slightly, along with any LEDs (like the mouse LED) attached to the computer, but that is it. it will not turn on.

See if a fan connected to it does spin.

How do I proceed from here?

Could it be the power button on the case?

What's the rest of your hardware? Mobo, CPU, GPU, DRAM?

Try taking the board outside the case, for ruling out a short. Connect both 24 and 8 pin power cables to it. Make sure that they are properly connected. Start the board and see if still no go.

Try it outside of the case as suggested, might be under powered, with a 750 you would want a good 400, the CX is a poor PSU (weak caps) and the 430 only has about 380 watts on the 12 volt rail

It is a short, took it out and isolated the Mobo on cardboard, it fired right up, I also believe I found what it was.

I had someone else helping me when I installed the Mobo, and the isolating rubber stops weren't on the screws. I didn't even give it a second thought that it might have been those.
