Heavy stuttering with VSync on

Hi,

I'm experiencing weird stuttering when I play games with VSync on. In FIFA 16 for example I achieve 90+ FPS when it's off and it never drops below. With VSync however the frame rate fluctuates heavily betweeb 45 and 60 FPS. It's not that severe in other games but still there and going from 50-60 (Dirt Rally and Grid Autosport for example). In Rocket League it's fine for some reason. I could play with VSync off but the tearing is kinda annoying so I'm forced to play with it on. Does anyone know what could be causing this and how I can get rid off it besides turning it off?

Specs:
AMD Athlon 860k 3.7 GHz
MSI R9 380 2GB
8GB 1600MHz RAM
Iiyama ProLite XB2483HSU
Windows 10 Pro

Solution
Disable the in-game V-SYNC and force it via driver, or even better, use this:

What is your GPU?

As far as to how you can have 90 FPS with out vsync and not maintain 60 FPS with it on, that can be a result of inconsistent frame times. 90 FPS can be a result of very fast frame times with a few slow frame times mixed in, as FPS is just an average. MSI Afterburner does let you measure the frame times. Turn off V-sync and watch the frame times. It likely is jumps all over the place for the results you are describing.

Triple buffering can be used to lessen the problem, if the game supports it.

Yeah it's between 16 and 35 ms. And my GPU is an MSI R9 380 2GB.
