Nothing has power except fans and lights?

I'm working on my first build, and unfortunately I'm alone in doing it.

I've hit a wall. Everything is hooked up and I finally flipped the switch and turned on the PC. The fans and their lights came on, the motherboard standby light came on, the GPU fans turned on, and the optical drive light came on...but nothing works.

I plug in my mouse and keyboard, but they do not appear to be receiving power. My optical drive will not eject. My monitor, when unplugged from the GPU displays its typical "auto-detect" floating image, which is normal. When I plug the VGA cable into the GPU the monitor instantly goes to sleep and I can't wake it up.

I've checked and rechecked. Everything appears to be in the correct slots. Here are the PC specs:

Motherboard: Asus M5A97 R2.0
CPU: AMD FX 8120
GPU: EVGA GTX 960
PSU: EVGA Supernova NEX 650G
RAM: 16GB via two sticks in the appropriate slots.

I have no idea what else to do. I have pictures, though they are dark and I don't know how helpful they'll be.

I know it's a pain, but can you take off your CPU cooler so we can just double check all the cables as it's a pain to see with it in the way. It sounds like the motherboard isn't getting all the power it needs.

Honestly, that cooler is terrifying to put on. I would very much prefer to not have to remove it. The amount of pressure required is ridiculous. If you need more pictures at different angles I can get them.

There is only one cable and it is VGA.
Okay, nevermind. It is labeled VGA, but it is a PCIe. (I am a noob, pardon.)

How do I know if it's shorted? It's plugged into the right slot, but that's all I really know.
