GPU Downclocking in World of Warcraft

Hey guys i'm having a bit of a problem i just bought an XFX r9 380 4GB, i play World of Warcraft i raid everyweek and my new gpu keeps downclocking while raiding and the gpu load fluctuates from 100% to 0%, my fps go down to 25 so is pretty unplayable, i was really surprised because i had a GTX 650 TI Boost and it had more fps.

So i started checking the clocks and i saw that when i'm inside my garrison or leveling where there's little to no action the clock is at full speed, but when i step into Stormshield or a raid the clock goes down to 400-500 MHz.

How can i fix this?
My specs are:
i5 2500k @ 4ghz
8 gb ram
PSU EVGA 600w Bronze
i'm using the latest AMD Crimson Drivers (Beta)

PS. this is the only game that i'm having trouble with, fallout 4 and shadow of mordor run well with full clock speed.

i used DDU on the crimson drivers and installed catalyst 15.11.1 and it fixed the clock, now it's using 700-800 mhz so the fps improved by like 10, now i am able to raid decently, still i was getting more fps with my 650 ti boost with the same settings in Raids, but now i can play on ultra in other situations like questing and battlegrounds, it seems that under a lot of stress with 20+ people, something is happening, because if i put everything on ultra i'm having 30-35 fps and if i put everything on low i'm having the same...
