I'm not sure where to put this but I'll cut to the chase. I've rendered two videos before using After Effects and for some reason, just this program gets capped at 22% CPU usage which makes render times unbelievably slow. Memory, however, is maxed at 7.2GB used of 8GB so I'm going to guess my RAM is bottlenecking my CPU? Is that even possible? At this rate I'd need 32GB of RAM for my CPU to run 100%.

FX6300 OC 4.4GHz
8GB Crucial RAM, standard stuff no headspreaders.
Gigabyte 78LMT-USB3 Mobo
GTX750 2GB SC
CX430 PSU 80+ Bronze
Disk usage is at about 8-11% so my hard drive is not bottlenecking anything. In fact, I'd say even my USB stick wouldn't be a bottleneck.
