Excluding the OS, is this the best possible set up he can get for the price range? Also, how well do you reckon this build can handle games out now? He mainly plays CS:GO, but I'm sure with a PC that can play games he will want other games like GTA 5 or The Witcher 3 and such.

I found some cheaper alternatives and got a better CPU + GPU + PSU

You can try borrowing ur friend's Windows disk if he has one and install it on ur PC
