Lose FPS over time, gain them back restarting a game?

Hi there forum! My hope is that you can help me narrow and or fix what my problem is. Now for sometime my computer has been going crazy with my FPS. As i play a game i will lose FPS over time. 10 mins into a few games (Unturned or 7 Days to Die) i will start at 60 fps no problem, but lose fps. i watch my temps like a hawk and have looked everywhere high and low on the internet to see if anyone has my problem and it doesnt seem like it. I dunno if i had done something wrong or if its hardware/solfware issues. Ran 3DMark and scored 11000 in Feb and 10500 in Nov of this year. I know parts where out but i cant tell if i had broken something. I use SpeedFan and one time my SMIOVT 4,5,6 all reached like 126c. i dunno if that was a glitch but i didnt think it harmed anything and im not sure if i was having this issue before it did that. Weird part about all this is that if im getting 60 fps and dips down to 30 25, if i restart the game, just the game ill get 60 fps again...Hope this helps you guys help me. Thanks!

*Update* so I ran task manager in the back round as. I played and noticed that it was only reading 8 gb of ram. I have 16 gb. Went in system to check if it read I had 16 and it did but was only reading 8. So I moved them ram around and now task manager is reading both. Also I notice that when it was only reading 8 gb of ram, it used upwards of 6gb of usage. That normal?
