Windows Explorer crash when using right click menu in windows taskbar

This happened after I upgraded my graphics card and memory so at first I thought it was a driver problem which is usually is. However, I tried reinstalling the driver and it doesn't fix the problem. I've also tried running sfc but apparently i had no integrity violations and now i can't even access admin cmd without explorer crashing.

I fixed it. Apparently it was a driver problem even though i tried it previously. I expected that Nvidia's Geforce Experience would automatically uninstall my previous graphics card driver and it did not so it was probably conflicting with the new graphics card driver and caused the problem. So i plugged in my old graphics card along with the new graphics card in a seperate PCI slot and then uninstalled both display drivers. Then, I shutdown the comp and removed the old graphics card so only the new one is in and reinstalled the driver.
