Right now i have a AMD Phenom II Quad core CPU, from 2011. I'm looking to upgrade to GTX 970 or the 390. Do I need to upgrade my CPU right now if I want to upgrade my graphics card? I currently have 750 ti.

Any wisdom helps! Thanks

unfortunately yes. That cpu is starting to show its age. I upgraded from mine at the start of the year. it'll most certainly be a bottleneck. I have a 760 and my framerates in a lot of games almost doubled after switching to a 4790k.

Depends on the game. I have a Phenom II X6 1100T and I'm running Crossfired R9 280's which (together) are more powerful than either of those cards. My CPU's single core performance is probably about the same as yours. This setup crushes many games. However some games that are not well optimized cannot have those issue overcome by the raw power of the processor. Star Citizen is a good example, I get bottlenecking in that game.

Personally I would buy the card and just be aware of this issue. If the games you play have a lot of problems then consider an upgrade. The Phenom II chips were excellent and still hold their own against many current Processors.

You don't need skylake or zen to get most out of your gpu. u will do just fine with a haswell i5-4690K or if you are into AMD it will work together perfectly with an 8320 or an 8350

You should get full performance with any cpu i mentioned above

When do they usually start to drop in price? I don't follow CPU prices that much.

No way of knowing. The prices are up at the moment due to there being a shortage in supply. once demand goes down whenever that will be then the prices will go down.
