I was messing around on PCPP trying to come up with a build for my friends that is relatively cheap so they could get into pc gaming. I came up with this http://pcpartpicker.com/p/sVftvK.
We are going to be playing games like R6 siege and other somewhat demanding games so I don't want to go any lower than a 960. I was also looking at some amd gpus as they tend to be stronger and cheaper than other mid-range NVIDIA cards but I wasn't sure what to look for. Any suggestions to lower down the price? Or is this a crappy build to begin with.

It's not a crappy build necessarily. The 860k is a great little chip (I have it), but the FM2+ platform is dead.
It'll serve it's purpose fairly well though.
The RM PSU are poor quality - you can usually find an EVGA B2 750W Semi-Modular for less than that price. It's a good quality unit.

PCPP seems to be down so I can't play around with the build, but it should serve your friend well. There might be a few 'tweaks', but the 860k is easily the best chip for $60 - you might want to grab an aftermarket cooler though (with the money saved from the PSU).

The way I see it your friend could hate PC gaming, this at least leaves him a nice i3 to live with on an office or multimedia PC. If he loves PC gaming this leaves him a great upgrade path to an i5 or better on skylake and the PSU can support huge GPUs.

PSU is overkill, but you can't go wrong for the price - although the XFX option posted by timeconsumer is good too (although non-modular).

Samsung 850 EVO 250GB SSD, a 4GB 960 (PNY are good quality), higher speed RAM, an aftermarket cooler (that fits the case) and mATX form-factor - yet still capable of a solid overclock (Gigabyte generally have good protection for AMD boards).
