I would like to be able to have a GeForce GTX 750 ti 2GB Graphics GeForce GTX 750 ti. if I cant I would like to be able to play most games at low including Fallout 4

A little over your budget, but if you drop the back to the 750Ti, it would be right there. The 380 would game significantly better.

They are looking at a 4GB card I was given a recommendation of a 2GB Card.

with pc you have to be carefull of the cpu and mb combo. the link you posted of the amd x800 cpu is on a dead cpu slot right now. the amd f2 slot is dead and people are wating for the new amd zen cpu. on intel cpu the g3258 and g4400 are better gaming cpu then the amd apu. if you go with a cheaper intel cpu the 1150 or 1151 mb you can drop in a faster cpu when you have the funds.
