Possible Motherboard/CPU problem. Unsure of which is the culprit. Computer screen shows, "No Signal input"

Before anything here's a list of my parts:

So I just got my motherboard replaced because of an issue before, but now I can't even start up my computer. Just for reference, before i sent in my motherboard, the computer would go all the way up to the Windows logo and freeze. After fidgeting a bit with it, unplugging and plugging in the hard drive, it would stop reading the hard drive period.

With the new motherboard, it's not even starting up. Some observations is that all fans would start but the moment I would unplug the HDMI cable from gpu to monitor, the monitor fan would immediately stop spinning. Even if I didn't unplug it, it would eventually stop spinning. I've already unplugged the GPU and tried to connect VGA straight to the motherboard, but it also wouldn't start. Also my mouse that lights up when plugged in (to the motherboard USB ports) would only light up to the regular USB ports and not the USB 3.0 ports (blue ones). I might not have properly put in the cpu, but it should be fine, and I've already ran tests on my RAM card and it's fine. I'm also quite certain my hard drive is fine.

Thoughts?

1) how would i test this?
2) why is it happening now? it was working completely fine the until the motherboard thing happened. I moved my desktop around to a LAN party and back. Could this have caused it?

honestly it's going to take me a while. I'm currently buying a new one, and then if it doesn't work I'll return it.

what psu are you planning to get?
edit: i fixed my problem it was the cpu overheating.
