MSI r9 390 fan not spinning/Not recognized by device manager

Brand new build. Plugged everything in to the best of my knowledge.

I've tried multiple pci slots, I've updated the bios.

Info: I get a light on the GPU the white MSI logo is illuminated. No fans spin on the GPU at any time
The driver installation fails every time. I get the error: "application install: Install package failure"

If you have any idea's please please help. Everything else is working perfectly. Just cannot get the GPU to work.

I have just fixed all my issues. This may be a stupid question but have you plugged in both the 8pin and 6pin slots in the graphics card? literally that was my issue as to why my machine couldnt detect it. i hope thats the same for you. if it is the case. delete all previous drivers using ddu and then shut down, fix that silly mistake and then re install the uptodate drivers.
