New build don't boot, please help!

I recently tried to boot with only motherboard, cpu with the stock cooler and thermal paste, and ram but the cpu and psu fan only spin a second or less and that's all, i tried this first outside the case then inside the case using the front power button but the result is the same, i plugged speakers to the usb port of the motherboard but nothing sounds even if i remove the ram sticks, but i noted that the led of the speakers and power led of the case were turned on until i switched off the power supply, but the motherboard led never turned on (weird).

It's a kind of special case because the cpu it's a i7 5775C (huge discount) and when i purchased the motherboard (about two and half weeks ago), the guy of the shop updated the bios and the thing successfully posted with the same sticks of ram that i purchased there, the only thing different is the PSU, so i'm thinking the problem it's a faulty PSU (I bought it today) or I somehow damaged the board during the assembling, I removed everything from the motherboard then tried again for about 3-4 times.

Please any suggestion are welcome, I'm very frustrated and tired, thanks in advance

I just tried a paper clip test on the PSU and the fan only spin for half a second, so is my PSU bad?, it's weird because it actually deliver some power to the motherboard because the cooler fan spin but only half a sec, and the speakers I plugged on the back to the mobo were powered on, but the led of the mobo doesn't turn.
