The first downloads where with 42 mb per second, really high speed, then gradualy it start slowing down day by day, now i have 1.2 mb for download WTH

After many discussions with my ISP provider we established that the problem comes from my PC, I tryed to restart Router, Tryed to found AMD Quick stream(it seems its no instaled or I cant find it),Ran FULL SCANS full scans with 4 different Anti-Viruses nothing worked, nothing and it keeps lowering with every day Please Help! Btw if you have a solving solution please explain it with Steps and exact paths I should follow to fix it thanks..
