PSU paperclip test. Fan spin half a second

it's PSU faulty, i tried to boot only with cpu, stock cooler, ram and mobo but both the psu fan and the cooler fan only spin a second, i tested with case fans plugged on the motherboard and the same thing, i suspected either the psu or the mobo have problems, then i took apart the psu and tried the paperclip test but the same! the fan spins less than a sec only.

The psu is a NZXT hale82 v2 550W modular

That was the first thing i tried, the result is the same, i just tried other method, my case is a phantom 410, it has a internal fan system for speed regulation (and it has 3 fans alredy connected ) that works with a molex conector, so i plugged it to the psu with a molex adapter that comes with the psu, none of the 3 fans respond and the power supply fan sometimes spins for a sec or don't move, so i'm very confused..

In fact it was a faulty PSU, i just replaced it (get a replacement) and now everything works as it should be.
