No, the minimum requirement is 550W. If you are thinking of putting them in sli, the minimum is 800, So I would get this:

Normally I would get one that has the capacity for sli/x-fire just in case, but if your on a budget then the second option is fine

I wouldn't risk it, since his PSU isn't even 80+ Bronze. I'm sure you could do it, but you'd still eventually have to upgrade in the future if you wanted to get anything else (better CPU, another hard drive, etc.).
