Sapphire R9 390. How to run GTA V at highest FPS

Hey guys -

So right now I have Sapphrie R9 390 GPU, i7-4790K CPU (beQuiet dark rock 3 cooler), 16 GB Corsair Vengeance Pro 2400 Memory (all 3 at stock speed), EVGA 750W G2 PSU, and BenQ xl2730z monitor that supports 144hz.

My question would be:
1. What graphics settings should I use to have FPS close to 144 fps yet have decent looking quality? Also, what are like MSA x8, x16 etc? I heard it is smoothing effects but not too sure if its worth to have higher MSA.

2. If OC is necessary, what are some of the recommended OC settings (for cpu, gpu, memory)?

3. Finally, is it really worth it to OC and lower graphics quality to generate higher FPS?

Anti Aliasing eats the most FPS. So turning off MSAA, and MSAA reflections will have a big impact. GTA V has more graphical options then any other game I am aware of. Tweaking can take a bit of time if you're looking for the best image with 144fps.

Loading distance plays a pretty big role also.

Overclocking any card can net 1-10 fps. So its always worth it imo.
