The TDP is the thermal Design Power, its just how much power the CPU uses, the higher the number, the higher you can overclock and the hotter it can get. Say a 85W TDP chip will only generate 85W of heat, while a 160TDP chip can get twice as hot, meaning you need a cooler that can dissipate heat faster.
The TDP is a general baseline for the heat generated, any cooler should take care of it. if it does not get one with more heat dissipation.
The higher the TDP rating on the Cooler means the more efficiently it will cool hotter more demanding chips.
