cpu fan not working correctly

about 90% of the time when i boot up my pc the cpu fan will not spin. I've gone into the bios and turned off smart fan settings, still the same results. the 10% of the time that the fan spins on boot up, it will reach it designated rpm just fine. but when i shut down the pc and turn it back on, the fan no longer works. sometimes it will make a stuttering motion, as if it was trying to spin but something is blocking the fan. ive dismounted it and cleaned it. i have not tested out any other 4-pin fans yet, it's the only one that i have.
 
Solution
You can connect a 3-pin fan to a 4-pin header to test. You can even leave it there permanently if you can live without PWM control (we did for many years).

I found an old 3-pin fan in one of my very old pc's. I plugged it in and it's running perfectly, although it doesn't cover my entire heatsink. Should i purchase a new fan or should that not be a problem?
 
I would do a little bit of stress testing and monitor the temps. If the temperatures stay within a reasonable range I'd probably stick with it.

The only minor concern is noise, since your mobo can't use PWM to change the fan speed it will likely stay at one speed. Some motherboards still support the use of voltage control through the BIOS or a program like Speedfan to regulate the speed via voltage for a CPU fan, you can look into that if you want to get more advanced.

But I digress, if the temps are okay and the noise doesn't drive you crazy, there's nothing wrong with keeping it.
