Performance drop after upgrading mobo/cpu

Hi All!

I recently upgraded my motherboard and processor in my system, and I am experiencing a lot of frame lag, particularly when I have multiple applications (such as Witcher 3 open on one screen, and twitch.tv opened on another screen). I reinstalled windows (Genuine copy), installed all drivers (from the asus website), GeForce driver for my graphics card, and only have a handful of things on my system (Witcher 3, Google Chrome, skype).

Is there anything I am missing that I should have done when upgrading to a new motherboard/processor/ram combo? When researching it before I purchased the items, I thought that a fresh install of windows, drivers, and a BIOS update were all that were necessary. Is there an option somewhere that I may have missed? Could it be my power supply unit? pcpartpicker.com says that my total system power pull at max would be 409W.

Motherbaord: Asus x99-PRO
CPU: i7 5930k
GPU: Gigabyte Windforce GTX 970
PSU: Corsair HX 650w
RAM: G.SKILL Ripjaws 4 Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3000
CPU Cooler: be quiet! Dark Rock Pro 3
SSD: Samsung EVO 850 250gb
HDD: Seagate Barracuda 1TB

45 Degrees max on each of the 6 cores (one is max 47degrees).
I just realized that my gtx 970 could be in the wrong channel. It is in a PCIe 2.0x16 slot instead of the PCIe 3.0x16 slot on my motherboard (slot no. 3). Could this be the issue? I think I am going to swap the card over to the different channel. Will post results

I swapped the card, and the performance went up! Way faster than what I was currently running! Any reason why that would have been an issue? Could i not have had a 2.0 driver installed or something? I cant imagine why swapping the PCIe ports would fix it. Just randomly noticed it was out of place.
