Front USB ports on PC Case won't charge my phone

The front USB ports might not be delivering enough power to the smartphone. Are they connected using a converter wire (like USB3.0 ports to USB2.0 on the motherboard)? The wire's power capacity might be a factor.

Might be a stupid question, but the front panel USB ports are connected to the 3.0 header on your motherboard.......right?
Is anything connecting via those ports? Is the computer recognizing the phone, just not charging? Or failing to recognize at all? Two fundamentally different problems there, so hopefully you clarify.
