Computer Doesn't boots with Newly Installed RAM

I have a Dell Inspiron N5010 model with A15 BIOS...

It came with Windows 7 Pro installed 32-bit. 2GB of RAM.

Later I bought a 4GB GSkills stick. After installing the RAM, the PC was working fine. Though, I could not use more than 3GB with 32 bit.

Recently Upgraded to Windows 10 Pro 32-bit. Before upgrading I removed the 4GB RAM and installed Windows 10 32-bit with the pre-installed 2GB RAM. After the upgrade, installed the 4GB RAM back. The PC was working fine.

Yesterday, I finally upgraded to 64-bit Windows Pro (Clean Install). I could only upgrade after removing the 4GB RAM else was facing not booting or continues reboot issue. Installed Windows Pro 64-bit with 2GB RAM.

Installed the 4GB RAM back into PC, but when I try to boot the PC, it either gets stucked or reboots automatically. If I remove the RAM and restart the PC with the 2GB RAM, it works fine. But, When I install 4GB RAM, the PC doesn't restart. I could not get it pass the Windows 10 logo.

If I Remove the 2GB RAM and try to boot using 4GB RAM only, it doesn't boot at all or just same problem.

Yes, I have the latest version of the BIOS. I downloaded the latest available version of BIOS from Dell website, but got error message " can't flash the BIOS to the Same version". So, yes. I have the latest version installed.
