Hello, in the next few weeks I plan to buy two new computers. One mainly for video editing in Adobe Premiere Pro second to crate animations in Adobe After Effects. For each i want to spend up to $ 1750 of course if you tell me that spending a little more, got me much more power I can add up to 500 $. I already have monitors, mouse and keyboard.

Well you want a strong core, 4-8 core cpu.
A strong GTX video card (best price/performance ratio for adobe which has support for gpu-acceleration) Quadro cards is recommended if you are going to use RGB / 10-bit displays . But the highend quadro cards are very expensive.
As for ram somewhere between 16-64 GB is recommended
SSD drive is recommended as well for windows and programs. It will allow faster booting, loading and reading/writing times.

PC for Adobe After Effects
For After Effects, the CPU is the most single-important component. Unless you are going to use ray tracing, the videocard is not as important and at your budget, it´ll be better just to run integrated graphics and add a videocard on a later time, if After effects gets proper GPU accelerated support. Like Premiere Pro only Quadro cards will be used for RGB / 10-bit displays.
After effects will demand a huge amount of ram unless you want a drop in performance. 64GB is recommended or even higher for complex tasks.
As for storage, you´ll want 3 drives. 1) SSD for windows + after effect. 2) for the projects you´re currently working on. 3) other storage, like finished projects.
