I thought the ATI Radeon is made by AMD. So why is it called ATI?

I thought ATI Radeon is made by AMD. So why is it called ATI?
I have one in an i5 computer and in game playing it lags a little.
I can play animation and games with this card because it is a DDI 10.
I downloaded DirectX 11 from AMD and then checked the specifications
and found that it is still DDI 10. Does the card only keep version 10?

Thanks for a honest answer. I found out that it is not the graphic card that was causing lagging and picture jerks with occasional distortion. I plugged other computers to the same monitor and found the brand new monitor is probably either faulty or it's refresh rate is slow. This is a first for a monitor. I always though monitors never had problems screening images and video. Now, what can I do? Should I return the monitor? It's an LG IPS LED widescreen monitor.
