Will an antec vp550 be able to power an Nvidia GTX 970 and a GTX 960 (dedicated physx)

No. 550 W is not enough for two GPUs. Get a 700 W PSU to be on the safe side. I recommend EVGA 750 W G2, although the 650 W unit will also work.
