Computer powers on, but won't actually boot up.

First off, I have little to no knowledge of computers.

Second, I have no idea where to post this, but it's only been a problem since having Windows 10, although it's unlikely that it's the culprit.

Anyways, on to the issue itself, I will try to provide as much information as possible:

- It's an occasional problem, but when it does occur, it can take hours for it to "fix". As of right now it's working, but this is the second time in a few months that it just decided not to work for hours.

- It doesn't get to the logo screen, "crashes" right before it.

- It doesn't seem to detect anything. My mouse lights aren't on, nor is my keyboard. Pressing their buttons don't seem to do anything.

- The screen it crashes on is... how do I explain this... You know when you turn on a computer and it's black with the underscore and it kind of similar to what the command promt would look like without text? If so, then that. If that didn't paint the picture, then it's a black screen with a non-blinking underscore symbol towards the middle.

That seems to be it though. I opened the case and cleaned it off a bit, even though it wasn't really dirty or anything. Checked the inside cables to make sure they were fully plugged in. Unplugged everything individually incase it was a hardware... accessory(?) (Things like headphones) problem.

I don't even know what caused it to start working again. I left it off for awhile without messing with anything, but then again, I did that same thing earlier with no results.

So, people of the internet, what do you think is causing this? my uneducated opinion makes me think it's a faulty motherboard, but I figured I'd ask you guys before doing anything.

unplug the computer.
remove the motherboards battery.
and wait 30 minutes replace battery.
plug in.

you have not given the error code so no one knows what to problem actually is.

also take a voltmeter and this button cell should read 1.5 are 1.4 volts anything less and it is old.
