Burning a DVD +R DL got Bad Sectors

Hi all,
Merry Christmas in Advance....!!

Recently I have bought two dual layer dvd's Double National 8.5 GB.
I have burnt a dvd (crysis 3 DVD1 7.45GB into it) with my LG DVD Writer using nero software.
After successfull burning, data verification process was also successful.
But, when I ran a Secure disk scan, it has completed 100% and reported Bad Sectors: 32

Why do a new DVD has bad sectors?

When I was copying data from the burnt disk. Copying was at 10 MB/Sec but at some places it has dropped down to 0 MB/Sec and again lifted up to 12 MB/Sec and totally copied without giving an error. I didn't understand why did this happen? Did it skip any sectors containing data? Will the copied data get any file corruption during installation.

The data in DVD present is 80010,30,144 bytes
The data copied to hard disk form DVD is 80009,58,410 bytes

Does it skip anything??
