Old computer wont start

I made another thread about this but it is long lost. I purchased a psu thinking this would solve the problem but it did not. The fans spin for a second and then they stop. there is a green light that stays on though which means it has power so I'm not sure what to do now.
 
Solution
Replace every component one at a time until it works.
Unfortunately there's no other way around it.
Likely issues: mobo/ram/cpu

There has to be some way that I can test if the motherboard isn't completely working. I don't have the money to be buying and throwing $50 parts

No way around it unfortunately.
Most people who regularly fix computers have a complete separate system where they can test individual components.
About the only thing you can do is test each ram stick in each slot. That will identify a bad ram slot or stick.
The only way to test a faulty mobo is by replacing it.
You won't be a the first person to replace multiple parts, one at a time chasing a fault.
