xbox 360 controller wont connect to pc

I ordered a wireless adapter so i could use my an xbox 360 controller i had laying around on my pc. The controller has the plug and play charger on it also. I plug my adapter in and it's lit up green which shows it's working. And i plug in the xbox 360 controller and it won't even turn on yet when i have it plugged into my xbox it works without any issues... My pc doesn't even make a noise when i have the usb plugged in. I've tried plugging it into usb 3.0 and usb 2.0 but it won't work. What am i doing wrong? Also i'm using windows 10 64bit. I just want to use the controller on racing games like the crew wild run. That is the only reason i bought the adapter.. My pc specs are an i5 4460, 8gb of ddr3 ram at 1600, a coolermaster hyper 212 evo, gtx 750ti 2gb, 520 watt evga power supply, asus b85m motherboard, and a corsair spec 03 case. Please help me figure this out I love racing games but prefer playing them with controllers.

I also have the 360 controller connected to my computer. When it's connected, you will see a solid green light in spot #1 of 4 on that circle. You said it's not connecting... so does that mean the green light is spinning around in circles?

WAIT.... I know what your problem is... duh! You forgot to PAIR THE CONTROLLER...

Look at the gamepad from the TOP... you will see a tiny button between the left trigger and the battery pack... Press that... and press the button behind the USB transceiver... that will pair the controller to your computer...

That's your problem... now you should be good to go.
