I had a gpu delivered today and it's was around 32 degrees to 28 degrees outside. UPS did not ring my door bell so it sat out there in the cold for 3 hours... I took it out of the package and looked at it and it looks like there is a thin layer i guess of idk condensation? from the indoor heat I suppose? I rubbed a q tip so their is a slight layer I guess of moister? Or maybe just a affect from cold or warm. Anyway, will it be damaged? should I try to return it? Any help would be greatly appreciated.

Solution
Yes, that would be condensation from the moisture inside your house condensing on the cold surface. It will be fine as long as you wait for it to dry before you use it.
