New fan for Cooler Master Hyper TX3 / Sound from Fan on certain RPM

Hello, I have CM Hyper TX3.
There is a weird problem. Some kind of sound is coming from fan when its RPM is in between 1600-2300. Its not vibrating as far as I can tell. Temps are good, so its not some other problem.
Sound I can describe is some wire hitting blade, but there isn't one. So I think the fan is dying.

If the problem can be resolved its good, else I think I'll replace the fan, so I'm looking for options.
I know there is Blade Master 92mm, but its expensive.(1250/- INR for fan, 1550/- INR for new Hyper TX3).

Its cheap and they ship to India. My question is, will that work perfectly? If not, I would like some alternatives.

Well that is true.
My MoBo is Gigabyte B75-D3H, which has only 2 fan headers. 1 for CPU fan and 1 for Case fan.
Now, I'm afraid that If I use single low RPM fan, My temp will sky rocket as it really gets hot(40-45 C) here is summer.
Which means, I'll have to go for some fan which can have same or better air-flow, then the stock fan which came with TX3.
Thats why I thought this Vantec fan was good one, but I read more about it and Its 3-4 pin connector, with 4-pin connected to Power Supply and 3-pin to MoBo header.

Looks cheap, but runs at 1800 RPM, which will increase temps I'm afraid.

Is there any way I can use 2 of these for push-pull , in my current MoBo?

If you have the physical room for push-pull, that would be a good way to go with that 4-wire splitter and 2 x 4-wire fans like the Arctic F9.

Is that available where you are?

But getting back to the Vantec... that fan is still not PWM. In fact it isn't even able to have its speed controlled because it is always getting a full +12V directly from the PSU. The yellow wire simply reads the RPM from the tach.

The reason I'm not going with Cooler Master fan is that its ridiculously high priced here, and If I import one cheap, I'll get almost same price as here.
But, Importing two Arctic F9 PWM REV.2 from Ebay,

So the link I gave above, I'll fine, right? Just double checking.
Also, not using NewEgg because I just saw shipping charges, and its...well too much higher, almost Triples the original prices.
