I'm really on a tight budget, really really tight, so my ideia was to revive an old Pentium 4 computer i have
It has a P4 2.8ghz and 1gb RAM (which i would be able to switch for 2gb)
I'm a casual gamer and wouldn't be going for really demanding games for now, but maybe in the future
I wouldn't mind playing in low res 720p either, as i am not a graphics addict
So, should i add an agp Radeon HD 4650 i found used ?
Or should i go for something like a celeron 1820 with 4gb 1600mhz ram and use its integrated graphics ?
I know the second option would leave me with space for upgrading later, but it would be a little more expensive :/
I am really on a tight budget :/
Thank you in advance!

Solution
If you are on a very tight budget, then consider the FM2 AMD platform with an A8 APU. They have good integrated graphics for the cost.

Dont waste any money on your p4 based system..

Don't bother putting any money on your P4 for gaming. Even the fastest P4 ever made is nowhere near as fast as modern mainstream desktop CPUs and won't do you much good in games from the past five or so years. Even 4GB RAM is getting borderline for any sort of gaming today.

Do yourself a favor and bury your P4, there is absolutely nothing you can do to make it game-worthy. (Except put a C2Q 6600 if the motherboard supports that, but even that would still be borderline for modern games and you would still need to get at least 4GB RAM for remotely decent gaming.)
