Cooling Cpu i7 4790k

Guys i want to buy a new cpu cooler, but i don't know what to buy , a air or a liquid cooling one.
my budget is around 70 Euro...
Can you recomand some ?
This is the case that i have for the pc : Carbide 330R Blackout Edition

4.2 - 4.4 , i don't think i will go higher then this , i don't think i can find CRYORIG H7 in my country :)

is this one ok ? Scythe Ninja 4 or Noctua NH-U9B SE2 ?

If you are sticking with your stock turbo speed of up to 4.2 ~ 4.4Ghz then almost any decent air coolers for about $35 or above should be fine. The one that comes free with your CPU is almost enough to keep it cool.
I wouldn't bother trying to overclock it much. A big overclock might get up to 4.7GHz, which is a measly 10% performance increase, for which you need expensive cooling and risk reducing the life of the CPU through higher voltage.
With a normal aftermarket air cooler, you might be able to set the speed to a permanent 4.4 or 4.5Ghz without significant voltage increase. This would be my recommended action.

@WildCard99 - Here are some photos with intelburn test at 4.4 and 1.200v, with the actual cpu cooler. Are this tempetarures to high ?

The max temps are a bit high but when I use IntelBurnTest I typically run the "standard" test, my gaming temps never get as high as the "standard" test. My i7 "standard" test is around 63C but gaming is around 52C, the "maximum" settings seem to push the CPU well beyond any normal use. Try the "standard" setting and retest, then post the realtemp agian (or HWMonitor).

*I will note that I don't usually use programs such as Prime95 or IntelBurnTest as I always benchmark with 3DMark or Heaven so it gives me accurate figures/temps for what I use my system for (gaming).* I also heard that IntelBurnTest will give your CPU more voltage then its setup for and that will cause high temps.

Ok, so yes those temps are much better. The testing on IntelBurnTest is unrealistic and pushes the CPU well beyond any application and like I noted before, it actually gives the CPU too much power and causes high temps.
