How do I know if my cpu cooler is fully working.

So i bought an arctic freezer xtreme rev 2.0 The first time I installed it i felt like i did a bad job, since GTA 5 gradually went to 60C and shut off my computer. I reinstalled it perfectly this time(i think), but GTA 5 is still gradually making my cpu hot. I stop it when it hits 55C. I am too scared to go above that. The things is I tried WOW in max settings 100fps, and having firefox open. It sits at 47C. I have cool n quiet off hoping that would help. My case for the computer is off too (so side is open). Do you think it is working well, but it just cant handle GTA 5? could it be my case?

Specs:
FX 8320
980de3 r2.0 mobo
850 evo 250gb SSD
2tb HDD
8gb Ram
Gigabyte GTX 960 2gb
Case: Crappy offbrand with one fan (5cm) in the back.
ambient temp: 20C Maybe a little more/less. Outside is 6C and I am indoors with a fan on. So the room cant be that hot.

I already bought (coming tuesday next week):
Asus m5A97 r2 mobo
Case: Sharkoon VG4-W (two 120mm fans One in the front one in the back).
Cooler Master 212 Evo

(will those things finally fix my freaking heating problems?)

More about cpu cooler fully working
  1. make sure it is plugged into a fan header that gives a full 12v and also don't use the thermal compound that came with the cooler.
  2. Did you remove the protective sticker on the bottom of the cooler before mounting it?

Did you use a good amount of thermal paste? (pea size blob)

Did you clean the old thermal paste with at least 80% distilled alcohol through (both the cooler and the CPU) before remounting?

Did you plug your fan into your motherboard?

Did you tighten the screws well? But don't over tighten them.

yes to them all, but the last one. I seriously cant tell when it is fully tighten. It just keeps turning, it doesnt end up feeling snug like some people say. It feels the same no matter how much I turn.

I did try and wiggle it, and it felt fine. Not loose or anything.
