processor fan broke and tried booting normally, the pc was working fine but windows was not responding, Help!

So, my amd heatsink fan broke and i tried to start the pc anyway when it started it was showing a message that windows was not working, and it was freezing, i thought of it and i said a fan cant cause this, so i tried to do a system restore (im a pc rookie). in the middle of the update it seemed frozen and after 1 hour, i turn it off and tried again but when i pressed "start windows normally" there was a black screen with only the mouse cursor. tried again and launched safe mode, that launched windows and i kept retrying the restore but nothing, i finally replaced my heatsink/fan for a corsair and same thing, tried to launch windows and same black screen and safe mode gets suck in preparing to shut down and restore your files.
