Why is my new build not performing at all?

Hey guys,

I just made a new build, and must say i had hoped for some more power.

I have played The Witcher 3 with around 50-60 fps at high sittings, and around the same about of fps when i play Dota 2 in ultra sittings. 60-80.

I have not activated V-sync in any of the games.

I can see that my GPU usage is only around 30-40% and the tempeture of my CPU is around 30-40....

Any idea why?

Screen:
1920-1080 Asus 144 hz. (DVI-D connection)
Intelcore i5 - 6600K 3.5Ghz Skylake
16 GB ram
MSI GTX 970 4 GB
250 GB SSD
asus z170 pro motherboard

Drivers:
GeForce Experience
MSI Afterburner
Asus Al Suits

My usage never gets above 30-35%.. and yet i dont pull more Fps..

in short: i havent found a way to push my system. It will drop to 40 fps before it get above 40*C..
 
Simple test to see if the OS is holding things back.
Change your power plan, and performance settings in windows to high.

Start > Control panel >Hardware and sound >Power options.

Choose a power plan >Click on the show additional plan settings from the pull down arrow.
Check high performance.

Click ok or save settings, test to see if there are any performance gains.

I am new to this... I ran a stresstest from MSI Afterburner and for the first time since i got the build, i heard i GPU cooler make some noise.
Can i run some tests and link here for more information?
