My CPU when I turn on my computer is running an average 60-62c

I want to know if that's good or bad, I just put in a new cooler since the last one was not functioning and I'm not 100% sure if this is an acceptable temperature or if i didn't put enough thermal compound or something.

Hey grimeagle1, if thats idle temperatures, thats quite high. Try and reapply the thermal paste on the CPU and use the pea method.

Okay, so not sure if it may be this, but it may make a big difference, the fan attached to the radiator doesn't want to actually spin. No idea why it's like that, I've tried to manually start the turning, but there's resistance, very slight. After a few moments it softly grinds to a halt.
 


If the CPU fan is not blowing air over the heat sink then that would definitely be why you have high idle temps. With idle temps that high I would not suggest running any video game or doing anything more intense than surfing the internet. You are going to have to either return your cooler as defective or get a new fan. I'm assuming your using air cooling and an aftermarket heat sink- most air heat sinks have 120mm fans that are relatively easy to find and simple to replace. If you just bought your cooler you may want to return it, however if it is though the mail it will take a while before you can use your PC.

Actually I use a liquid cooler, the item that's not working, seemingly, is the fan attached to the case and I'd used to blow air on the radiator of the cooler.
 
Is your liquid cooler closed loop? If so then there should be a fan connected directly to the radiator to cool the liquid before looping back to the processor. If the fan connected to the radiator isn't working then you have basically the same problem. A water cooled system shouldn't hit 60C unless your doing some intense gaming. It should never be that high at idle. If that fan isn't cooling the radiator then it needs to be replaced.

I'm going to take it to a repair place it seems, I can't figure out why the fan isn't working, last time I turned on my computer it was turning just fine, but now it's gone to hell for some reason, like it's jammed or something.

Yeah but I can't find the cable that the dang fan is attached to for power, there's basically an area of the tower that's a mess of cords, I got it off cyber powerpc. So I don't know everything about it. I'm maybe between beginner and intermediate when it comes to parts replacement and such.
