Is my PC good enough to record/stream using OBS?

Games like GTA V, PAYDAY 2, Just Cause 3, etc.

Where is variable refresh rate?

So can you please type out all of the settings that I should use? Is it possible for me to stream/record in 1080p without the image being blocky whatsoever? I was streaming black ops 3 today and it would stutter at times with a lot going on. I can link you to the stream if that will help. Other games I have streamed are GTA V and APB Reloaded.
 
No you won't be able to stream while playing games on max settings. You'll have to compromise between stream quality and graphical quality.

If you could, take a screen shot of your streaming software's settings menu so I can see what we can do.

Yeah it would be the encoding menu. If you would rather go ahead and lower gaming settings disable features that hurt performance with little benefit. SSAO, light shafts, motion blur, and depth of field are examples of this. AA does remove jagged lines but it really hurts performance. If you are using AA switch to using an SMAA injector instead. Much lower performance hit.

I've never heard of SMAA. Can you go into more detail? Should I lower my texture settings from highest to the second highest? At what quality would I be recording and streaming at?
 
You should really experiment with the game options yourself. Different computers will handle lowering certain options differently. You should stick with 1080p, just lower other options like textures, shadows, Render distance. Render distance in particular can be lowered without any visual quality loss.

SMAA is just another type of AA similar to FXAA and TXAA. The difference is it doesn't blur the whole screen as FXAA and TXAA do. In otherwords, you get the performance boost without the negative side effect.

Should I use different settings for when I am streaming compared to recording? And I'm asking all of this because I have one screen, meaning I cannot monitor my stream or recording in real time. I have to analyze it after the fact, unless someone from here is happy to watch my stream and help me out a little bit today at around 2pm est.
 


I'm not free until late, but can help any day. Anytime after 9 PM EST is good for me.

About your questions, streaming requires more resources than just recording so you'll be able to set things higher when you are just recording. It may or may not be worth your effort to do so though. If it were me, I would just set it to one thing and be done with it.

You should also check your CPU and GPU usage to see if they are hitting 100 %. If either is, your system is able to easily overclock. You are only getting a bit of stuttering during intense action so a very small overclock would work and wouldn't effect your system's stability.

Does the quality lessen if I simply stream to twitch and then later download the video to edit and put on youtube? I have different profiles set up so I don't know which option is best for me. Is it bad if my cpu hits 80-90% when I gta v?
 


The download quality should be the same as your stream's. That's probably the fastest option for you. Your CPU usage is a little bit high, you could bump your CPU up a little bit and get that down to 85% easily.
