Week old newly built PC having FPS drops and high CPU usage.

I just recently pieced together my brand new gaming PC and it had been running exactly as i had hoped, I was getting high FPS in games like squad, and Red orchestra 2 on ultra settings, but now Im lucky if it get 25 fps because for the most part im getting 12-15.

I scanned with Malwarebytes, I updated video drivers with clean installs, and I bought a new psu.
The temperatures on both the CPU and GPU remain cool, but the cpu usage is extraordinarily high.
