Video Card Driver Problem

I have an AMD Radeon HD 6800 Graphics card, it was working fine until i turned on my computer today, after the windows logo the screen would just be black, i booted in to safe mode and rolled back the driver to the VGA driver that came with the system and the computer turns on fine and works but as soon as i update the Video driver the same problem occurs. Any ideas as to what is causing this and how do i solve it? Is My card Dead?

I am confused what do i do to fix it? i do not use 3D

Ok i Don't know what would cause the card to break but what would you recommend for a replacement . my budget is not that great at the moment and i can only spend a maximum of $100
